no you can't. That's if you're setting the winter outfit for all sims and townies.
OP is referring to the winter outfits the game creates. There is a weather tag that they don't add to all jackets and sweaters. You can override clothe's categories with S4S, but you can't do it in the game.
Actually, you can, unless something is wrong with your game? I do it all the time, and have never once had an issue with using something that was not filtered as hot or cold - it's the category that matters, not the filter. Pretty sure even one of the Gurus said that. I know I'd get mighty sick of the same 5 coats if I couldn't just remove the filter and go!
