Try this: go to build mode and try moving the chess table and chairs. Do they move as a group, like they're tied together? If so, then your chairs are in the right place. If not (and I suspect they may not), then the chairs are not positioned correctly. Sometimes I've had to put the chess table out in the yard to position the chairs correctly and then move the whole unit inside in order to get it right.
