Oh, meh. I didn't do them. Doesn't that mean if you have more packs you have to do more quests to get the same amount of prizes as someone with less packs needs to do?
I think it's just "extra points for extra rewards" if you finish the optional goals.
If anyone has only the base game, they still unlock all limited items. But if you have EPs and also finish those goals before finishing the main one, you will get extra rewards above that.
So, it's not critical to miss if you don't finish all. But I think this event is different from the previous event. It has many more optional quests (and needs more variety of EPs), so I saw a lot of people talking about missing the last rewards even after finishing all (main) quests.

About "having to finish the optional goal before finishing the main one", I have my sim who planned to watch a horse competition (Horse Ranch optional quest) the next day, but when I finished the main goal of that week, the horse goal was removed.
If I remember right, I missed the last horse ranch optional goal and the "having a dog" goal. (I don't want to add pets to my current household just for this.) So totally 2 that I skipped.
