This happens to sims that are close friends with your sim, or even just friends. Aaand it's absolutely random.
I put aging off after turning some children into teens, so they're like been teens for a couple of days before I stopped the aging process, and yet one teen friend of my main sim asked her to attend his birthday party TWICE in a day (and many many many other times later on in the week).
One thing is randomly asking somebody out on a day, you can do that anytime. Another is asking to attend a birthday party that shouldn't even happen in the first place, because it's not the time for that sim to age up.
