New in Town Scenario

I have had 4 House/Dinner Parties and all were goaled. I still have not completed the scenario. Is this a glitche? I am thinking of ending this scenario. This is frustrating!

    I wish I could help but I only started playing a scenario to give me something to do while I await the dropping of the Infant life stage.
