I already did mistake to buy pets, and they don't work properly :( they work only at Bbay world, other that that world I don't see pets around (home one, not strays)
You need to add pets to your sims living in other worlds. If you want strays, try adding the traits that attract them to public lots, like the park.
Do you think I don't add pets to neighbors? Of course I did. I don't need them at the parks, I am talking about public areas like hallway in apartments buildings, festival lots etc. I know that i can make them in the parks by choosing the option/lot trait.
When my sims had a house at BrBay world, pets owner together with their pets were walking around with them (taking them out), but in city living no one walking with dogs on leash! Only my sim taking dog out. I create/add dogs to every sims in every building but never see them in hallway (the area where elevator is!)
