New park with skating

I haven't tried putting both on one lot, but you can place them on a lot yourself. I would imagine both is allowed, as long as you have the space.

They do spawn randomly. In my game, I have two, sofar in Willow Creek. One behind the lot that has the default Gym and the other in the area to the left (when facing the front of the park) of the Willow Creek park. But I think its more than okei to place them ourselves on our community lots as the rinks are awailable in buy mode without needing to unhide them.

I am planning on placing the ice rink indoors. We have one in my city, an indoor icerink to use when the ponds ain't frozen over. I would assume that it would be fine to place both on one community lot. But maybe someone has already tried it?

I made a small rollerskate park (with the big rink, but a small park) to replace Old Salt House, called Salt House Park.
Speaking of: I realized this morning that you now have a "Go skating" activity in Clubs. So, let's make some Skating clubs!!!
