Pretty sure that Emily and her tutorial is still in the game. The Discovery Quests are their own setting as shown in the Twitter/X post image from SimsCommunity that @simgirl1010 commented above. The tutorial Emily is a whole different thing than the Emily that you downloaded from Maxis's Gallery page. The game culled her because you went over your Sim limit that you selected in the settings.
