I have had to start new saves due to a lot of bugs recently, I agree it wouldn't be so annoying if you do it like once a year, but I like to put every game / challenge / story in it's own save and after a while tedious gets annoying. And thats why I wanted to mention it in this topic!

Seems like a redundant process. Bypassing CAS and going straight to the world selection screen is definitely more efficient, and you can still access CAS from the world screen. If at any point you need to create a “dummy” household JUST to access any part of the game besides CAS then it’s safe to say that yes CAS is forced on you when creating a new game.
Exactly this! If it would be skipped in new saves everyone can still click any available lot, click the plus, and create a household. And anyone that doesn't want it can just hop ahead and do what they planned anyway!
