It looks like a free update as it states that you need Cats and Dogs to access all stuff pack content.
To me it looks like something extra for the C&D players and a little extra for those without, plus bug repairs. Maybe this is because some players cannot install anything from C&D onwards because they cannot go 64bit?
I hope I'm right as it gets annoying paying out every few weeks. :/
