They haven't said so, but it seems to me to be highly unlikely, as that's a key feature of another EP. They're probably just backdrops and the residential neighbourhoods will be houses. I know people are talking about needing apartments for a low-rent neighbourhood, but a city like LA that was built for cars will have relatively low-rent single-family-home neighbourhoods too... just not ones as nice as living in the hills. And it'll have high-rent apartment neighbourhoods as well as low-rent.
