Surprising cause the Xbox Update was bigger in size then the PC version.
With the recent leak that they will probably offer a trial period for packs maybe they plan to promote this together with Xbox Game Pass, so you will get access to the base game with the Game Pass Subscription and then you can try out any pack you like.
They need to do it with Sony as well.
