On a similar note, there is **Overwhelming** evidence in object descriptions in-game that cars are in fact coming. I am never one to engage in speculation, but I found entirely too much evidence. I will post some of this in a follow-up post. Whether or not this would be a free update or a game pack, I could not say. I anticipate it may be a bit of both. They may update the base game to support cars, and patch in a few basic cars, and then in the game pack include a lot more variety, perhaps a form of racing, mechanic career, maybe cars actually break down, etc. Regardless of how they arrive, I have little doubt that they will be here before years end.
I don't know what you could of possibly been following that was legitimate that said a winter and tropical resort that needs two worlds and the two resorts, that could be a potential stuff pack, since all it needs is to add two new places to go when you go to travel on vacation. But thats it. Honestly they are trying to raise profit in the sims 4 not drop it. They need to get out their most in demand and popular packs out and make them unique. Cars were only a thing in sims 3 because of the open world. Sims 4 was made to be multiplayer so they didn't give it the open world but they did decide against multiplayer. They seem to be putting cars in game more often to make up for the fact that we can't use cars in the game. Not that they are going to add the cars into the game, people who really want the cars bad enough, just get CC cars and driveways to put in their own houses even though they can't use them. Its not an open world so its not likely that cars are going to be implemented. Both of your theories helps bury the Sims 4 into the dirt. Not promote it. If sims 4 sales don't improve then there wont be a sims 5 or continuations of the sims 4.
