Good point! I didn't even think about kit placement, I just assumed since the kit release was on par with what should have been another pack release, they would release kits at intervals in the same way. Maybe at the end of the year, I'll have some more data to recrunch numbers
Yeah kits are confusing, they even named the three kits they made SP20, SP21 and SP22. So there is either a Stuff Pack 19 in the works or it was cancelled.
