Once in awhile fans will ask my Sim for his autograph, but if you need this fulfilled for an aspiration (such as the Celebrity Meet & Greet goals) have your Sim be the one in pursuit. Most often it's Child Sims who approach for an autograph, at least in my game.

I can give an autograph, but the aspiration says I have to be asked for one. Just giving an autograph to a fan does not seem to satisfy the aspiration. I have my Sim pursuing by going to clubs and seeing his fans. Also, I think it's been nerfed. Just as an example: There used to be 4-5 paparazi in my game outside a club, and now there's maybe 2.
