The trash talk another sim option isn't there. Can you not trash talk another sim to a sim in your household?

Do you have Other Sims... interaction? Trash talk and ask to break up is under that interaction.
Ability to do that comes in The Sims 4 Get Together expansion pack.
It's under the mean interactions.
