No Welcome Wagon

I have moved a few of my Sims from a household to their own house in other towns and also added some residents to my San M. apartment building, but the Welcome Wagon isn't coming anymore. I used to like that feature--do the neighbors only show up under certain circumstances? I like it because you get to find out a big about your immediate neighbors. I recently moved a couple of mine to Forgotten Hallow, but no one showed up to welcome them to the neighborhood.

I just wished that you can customize welcome wagons like you can clubs or holidays, that way it wasn't always sims you created very early in the game always bringing fruitcake.

@rosemow I have gotten "Welcome Wagon" one or twice in the pie social interactions, but it's been rare and doesn't seem to do anything when it's selected--but since I've only seen in once or twice I assume it's a random glitch.
