I think aliens and mermaids could have had enough lore to give them their own packs and talent trees like the vampires and spellcasters had. They just didn't want to, and they could add them in with the packs that they did so they didn't have to flesh them out more. It's less work for them this way and we didn't have to wait as long for them to make different separate packs to include them. Aliens and GTW were the first additions to TS4 also (to be fair). The GP idea for occult only for them likely wasn't ready yet. Mermaids made sense to be included in IL but it is a shame that they didn't add a bit more to them.
