I agree it needs to be tuned a bit, but hysterical might be a bit too much. The sims team has a habit of merging anything negative or annoying to almost non existence. Playful or very playful would be fine and still keep it fairly rare.
Or alternatively, just don't make the toilets break. They didn't break in sims 3, they just splashed your sims. There were other pranks like putting hair dye in shampoo, whoopee cushions etc. Fairies had their own pranks too..
