That would be the other traits and preferences of the Sim. Sims with traits or preferences that have strong autonomous behaviours will not prank the toilet as they find something else that is attracting them more.
Also autonomy is always influenced by what objects are available for use on a certain lot.
More generally speaking, players that heavily rely on disabling autonomous behaviour via mods will notice the toilet pranking more than those that play vanilla.
