The August 30 patch did tune down idle phone use for non-teen sims. I notice a difference. If you haven't updated since Aug 30 you might try that and see what you think.
I have updated my game. My sims are still constantly on their phone. Just now my sim pulled out his phone between introducing himself to a new sim and starting the conversation, making him basically a rude sim who doesn't know how to talk to other people. Last night he checked his phone while walking over to his bed, as I had instructed him. That time I guess he was telling me as a player that he is bored with the task I gave him. And I just witnessed an npc taking out her phone between ordering a drink at a bar and receiving this drink. It feels like all my sims care about is their phone, not the story I want them to live.
Oh, I forgot to mention why I first did not notice this 'fix' in the patch notes. The constant phone use is a bug introduced to all players but the fix in the patch notes for August 30th is only mentioned in high school years. Since I don't have that pack, the phone usage in my game might not be toned down at all. Besides toning this annoyance down is not fixing it, it should be completely removed or made optional.
I also don't want the phone use to merely be "toned down". I want my sims to NOT use their phones unless I tell them to use it. That's why I use Bienchen's mod so they won't be using it autonomously. Its really a blessing, and I can't thank Bienchen enough for ALL her mods that I use. They stop all the nonsense I don't want to see in my game.
For anyone who use mods and don't have this one yet, you can find it here. It is currently at the top of the page, as one of the last updated.
