Open Neighborhood Rather than Open World

I find that TS4 is an Open world (a New test)
Just all our lots are closed, and we can not enter unless we do the loading.
I have tried this only when I live in town or near town areas. Ok I went back and tried it and yes even inside the neighborhood they can go anyplace you can click on just not on lots, without loading. Bella Goth left home without loading, and went fishing far away and went back home after without loading. So we have an open world. I then tested for all her family to go to an open nearby park and eat. they did and can go home without loading.
If you pan out and you are on your home lot, you can direct your Sim to go to a far away area, and they will do so without loading, also they can go fishing and back home without loading. but they still can not enter lots. like a business or any lot.
So when we go jogging we are in the open world part. and we never enter the lots.
So it may help if we can somehow switch to open- world areas and go around our city just to hang out, and not enter the lots. that would be just a start say like to walk our new dogs. We do need control of our open world parts.
Anyone else ever tested this? I found you can go far, but not all over the city like in 3, why do we get a block, if they would let us walk all over our city, just visit open lots and our homes it would be fun, and this should be easy to add.
