Open Neighborhood Rather than Open World

If the majority of the simmers would have mid-range desktops/computers then I'm sure they can do open neighborhood. But only on the next game. Sims 4 already increased system requirements when it comes to pets, so having them in the next game will be much better.
Before they go back to open world, I would rather have them go to open neighborhoods first.If they immediately went open world, I doubt it will maintain every details that sims 4 neighborhoods have.
