Open Neighborhood Rather than Open World

honestly this is exactly what i hope for. to me it makes a lot of sense without being too drastic, and frankly i just think at this point a fully open world is never going to happen for sims 4. but i do hate being able to walk around the neighborhood, seeing everything on a lot yet having to have a loading screen to interact with it.
