That's not exactly true, sometimes they just need to be at a certain amount of Fitness skill to start visiting autonomously. Also when their Fitness skill has maxed, they ofc stop visiting. A great example of this is a lazy slob Sim that was a Townie that I play and he surprisingly didn't lose nor gain any weight, but to be on the safe side I had him exercise a little more to gain a decent amount of Fitness skill. After I left his household to focus trimming the fat from another household at the gym, I found that Sim visiting the lot on his own now too.
