I have this happen in my game as well. Anyone else have a city game going with nothing but food & beverage cups all over the ground as well? The same with park grills & food everywhere.
This is suppose to be a simulation game & I often wonder why I never see any "CITY/TOWN/COUNTY" employees. It would be the park department's job to keep those areas clean.
