I also hate this. I wish the townie kids would just not make a mess. My sim owns a restaurant and almost every time a child sim comes in, they take it upon themselves to make a mess, although it's still not as bad as the park areas. I wish the sims team at least fixed the issue with park areas.
Tip: type in testingcheats on and reset the piles and they'll go away. Just an easy way to clean the park areas, instead of sims cleaning them themselves. :)
