So the new town mascot keeps showing up at my house and there isn't an option to ask him to leave so my poor sims have just been living with the fact that he is always there --but now the vampire guy ...

You don't need mods or cheat-codes to get rid of them. Just go find them in the household management menu and delete the household, which is probably just one person each.
Otherwise go place that household on a lot as a played household, even an empty one. Have they/them do stuff for a short while, then evict them and switch them back to un-played. :D
