Pets: Community Lots
The Pet's expansion is great & the Dogs & Cats are adorable <3 As far as community lots (without a dog/cat trait), they just continue to show up, walking into clubs, across dance floors, gyms, etc...

They do indeed show up, until that is addressed then what I suggest doing is surrounding the areas you don't want pets to wander with the tiny fence that sims can walk over. Pretty sure pets can't cross this themselves so it should keep your lot pet free and they'll just remain outdoors. So long as this hasn't changed since I last heard about it.
