I think you can let them spawn if you use the lot traits from cats and dogs. For example, I used a dog related trait on my park in Willow creek and it spawns sims with their dogs.
You have the dog/cat friendly traits and the dog/cat hangout traits, if I'm not mistaken. One attracts strays, the other attracts housed pets and their owners. But I forgot which is which, the description should say it though.
