Doesn't really bother me.
I keep track of the various packs and expansions on a spreadsheet, and it has the RRP for each one included. There's well over $1300 worth of DLC (in $AUD, so might be cheaper in $USD) so I think that EA will still rake in the cash. Introducing the game to a bunch of new players will give them an incentive to splash out and grab a DLC or two, I think.

I just downloaded the Desert Luxe kit, which was offered for free. The Origin app still required CC information though. It's probably a limitation of the payment vendor. *shrug*
