Played Sims Dying During Rotational Play

I was having an issue in my main save with homeless Sims suddenly moving into empty residential lots
LiELF , having same issue here. only mod installed is MCCC (most updated version) . I first thought I maybe forgot to turn NS off when I started the throwaway-save for Reaper event. But now I need to test.
I was going almost modfree for other reasons but I'll now want to test this too without mccc.
I have to be 110% sure before I add all mods and run my main save again. (I know I am too control freak)

I had someone recommend a workaround, but I haven't tried it yet. They said to activate NS in the main game options, but then go to the manage households and manually deactivate everything. I'm going to be using a different save file from my main one to play around with the Life and Death pack, to see if the households are still moving into empty lots. If so, I'll try the workaround in that save to see if it stops it. But it might take a few days, I've been playing around a lot in CAS.
