I actually find that one to be the most useful, especially when Sims are in a bad mood. Quite often, it's the one I most want my Sim to do, but I can't 'lock' it until they finish the task they're on, and by that time, they're 'confident'.
The whims were a nice cheat to boost aspiration points in Sims 3 - I'd buy whatever object they wanted, return to live mode, and then delete the object once the points were registered. It's usually not worth it in Sims 4 - you don't get enough points to bother with them. (And I agree that it's annoying to cancel and cycle through the same three or four whims you don't want. No, my Sim is not going to a bar to have a drink. She has the 'loner' trait. No, the 'child' is now in her teens and she doesn't need a Build'em blocks table. No, she doesn't need a washing machine. She already has one. No, she doesn't want to go through loading screens to paint on an easel at the museum. She has a perfectly good easel at home. No, she still doesn't want to have a drink at a bar. Aaarrgh!)
