I appreciate the clarifications.
My complaints are still valid however. I gave my Servo the cleaning bot module but he still prioritizes chatting up my sims over doing chores.
That's because he is a lifestage, not a cleaning bot. So yes I disagree with you about the validity of your complaint. You are comparing apples and oranges. Or are you saying Ghosts, Mermaids, Vampires, Mages and Aliens should not be fully playable lifeforms?
NEWSFlASH, In TS2 and TS1 the servos one of the purposes and functionwas to CLEAN the HOUSE and DO CHORES! So no, apples to apples are being compared.
And speaking of playability, what does Plumbot not being a NPC has anything to do with the OP's complaint?

Plumbots are separate both from Servos and Simbots. Plumbots are fare more like automated drones.
So again, bringing up Plumbots when talking about Servos is comparing apples and oranges.
You are being a pedant and you know it. OP got the name wrong because Maxis decided to make 3 differently named robot lifestates throughout the franchise for some reason, and it's confusing.
And when was the last time you played The Sims 2? Servos in The Sims 2 always had high Neatness personality points and maxed mechanical, cleaning and cooking, and were therefore programmed to do chores by default if you had autonomy enabled. They were essentially butlers that you had control over.
And i would let it go, if the OP wasn't repeating it.
He wasn't repeating; he corrected himself after your comment. And if you want to overly nitpick misused term to digress from discussed argument, let's talk why you had bring up:

It's called a life stage, not life state.
And Was there any mention of not any non-true life states? Both, plumbots and servos are life states. Quote to wiki, a life state: a creature, or an occult is a kind of Sim or pet with a special appearance and abilities, mostly inspired by legends or science fiction. Whether they're playable or not (genies and ghost in TS2 for instance) doesn't exclude them from being defined as life states, though usually they are playable.
