from what i could see, it seems to be an old industrial town, the buildings in the background seems abandoned and like they have just been laid to waste and the things they held/produced starting to spill into the world... i am thinking old abandoned neuclear facility or old industrial building with lots of prosionus material, things like aspest and such, contained water maybe... but that is all just in my head and based on the buildings... i assume they will leave it up to the player to decide what happened in this area that caused such a terrible situation...
