For me, this is such a niche pack that they should tie it to the other worlds as well with an option to toggle it off. It doesn't even need to be all neighborhoods, the cheaper/starter neighborhoods could be very fitting like were the BFF household lives... It even has containers and machinery in the distant background. This pack sounds like a pollution version of seasons, and pollution happens everywhere in the world.
