So, SimGuru Jill said that we'll be able to have those community shared spaces in other worlds as well. Since the sims on the trailer basically used these spaces to take votes on how they could improv...

I'm pretty sure that's just for this EP. They could show up later.... I hope. (And will continue to hope until the release date of Sims 5 is official.)
