Me too, I don't really know what they're used for either. Do they function like a storage box?
Technically they do, but only an elder can use them. My young adult sims were never able to store anything in them, so I just use them as decoration around the house sometimes. Wish they would enable them for all ages, because seriously, in real life, you can have a keepsake box for all ages, and even for pets, and add things like favourite toys, a babygrow, or pictures, or drawings, wedding bouquet, a lot of little things that maybe meant something.

I added a grandma to my household so she could assign the box to my teen sim, then I moved grandma into her own house. So far I'm finding the function somewhat boring though. At the moment all I've added is the tooth fairy certificate and a carving my sim did on the woodworking table.
On the plus side, presumably that means I will finally have somewhere to put that university acceptance letter when the time comes (still waiting for the option to apply to come up).

They need to remove the requirement for the elder. With the exception of maybe infants and toddlers, all other ages should be able to start their own keepsake boxes. Sure, they could use the regular storage trunks, but those are so much bigger and don't fit on a shelf. Also, would be nice to have one shaped like a shoe box or chocolate or biscuits tin box or maybe a small plastic tub. Not everybody buys a trunk or new box to store stuff.

How about old school biscuit tins? When I was a kid my siblings and I had one each for badges from places we visited as day trips, and my grandmother's generation used them to store buttons.

Huh. I didn't know that. I've never tried to put anything in them, they are always just decor. That's a weird limitation.
