Indeed, as long as they are in a separate household that is not in a world, ghosts are included as potential tenants. Even all those pre-made not in a world sims are included (professors, sages, werewolves, mermaids, high school staff, Cottage Living important sims etc).
However, households that have pre-made property owner sim (the one that will appear as property owners for unowned Residential Rentals) will also not appear.
However, as this thread is more about pre-made tenants, aka sims specifically made to appear in tenant pools, I'm afraid that won't be a pre-made tenant due to these:
- Pre-made tenants are hidden in Manage Households section until moved in, Psyded is not hidden.
- Pre-made tenants come from For Rent (with come requiring Cats and Dogs to appear), Psyded requires Discover University.
- Finally, all pre-made tenants start with trait_Hidden_NPC_TenantApplicant hidden trait. Psyded starts off with trait_isSchoolGhost instead, allowing him to appear in the streets of University of Britechester neighborhood at night.
