Try to go on a few dates, then also become best friends, if that does not work, try to max out even HIGHER relationships with cheats. like here:
modify relationship SIMfirstname simlastname othersimF OthersimL 500 Romance_Main
replace the simfirstname/lastname and othersimf/l with both sims first and last names. (space between first and last)
