Hello! I did have that issue on one of my LP's on you YouTube channel. The sims had a 100% romantic relationship. Try to get their friendship relationship a bit higher, give it some time if it still doesn't work , and if that still doesn't work then try changing a sims trait to family oriented. (change the trait on the sim your other sim plans on proposing to. if none of that work just wait a few days before they propose again, wait until the moodlet goes away, then try again.)
