I had this happen, and if I play the Black Widow Challenge, this glitch would make me annoyed enough to set the two sims' relationship to "married" in CAS. The CAS thing was something I had preferred lately more than going through the hassle of trying to get my sims to propose. I wish there was a mod or something that increases the chance of a proposal success.
