Is there a way to make a laundromat and have it work so sims outside active home can use like they did in Sims 3

This is actually a great idea. I have a retail lot that I haven't done anything with and is quite defunct mostly because noone owns it or takes care of it. Adding a laundromat when I get around to sort it out, would be great.
