Nope. Unfortunately it's a set amount. I wish it was based on the placed beds, but it doesn't work like that.
3 sims max, 4 breaks the rule - Only really good for 1 bed units for singles/couples or 1-3 bed units for small families or roomies (up to 3 sims) .
Infants and toddlers don't actually require/take up beds when moving in Tenants as it only counts Single/Double beds for Child+ sims, so that likely wouldn't stop sims breeding. I'm not sure if they count in the sim count for the rule though?
All I can suggest is turning off NS Have Babies/Adopt Children for individual households once they hit the cap you want.
Hopefully someone will mod the Maximum Occupancy rule so you can pick a higher limit for it, but even then it will be the same limit across all units with that rule set.
A better way for it to work would be to base it on a maximum of 2 per bedroom (assuming it's a double, bunk or twin bedroom), so a 2 bedroom unit could support up to 4 sims before the rule was broken. This way you could change the bedroom count to cheat the system and pile more sims in.
