I think children can be famous by association (e.g. if they have a famous parent) but only up to level 2 I believe. I don't think they can act but I seem to remember reading about a drama club for kids (and teens, too? I don't know).
Yes, children and and teens can gain fame, join the drama club but not become actors. They talked about this in the twitch live stream. I am curious now though, if the drama club increases their fame or not. I've seen a few You Tuber videos (mostly The English Simmer) and trying to keep up with the guru tweets and don't remember coming across the answer to that yet.
