8 sims is the maximum supported number of sims per household. Cats and digs count as sims.
If you raise the maximum number of sims with MCCC, that unfortunately doesn't change how many sims CAS can handle. Try moving four of your twelve into different households when you want to change their outfits, and move them back in with cheats (teestingcheats true -> shift click on sims -> add to household).
