So when fairies walk, do they only hover like ghosts do, or can they choose to walk like normal people or hover, whichever they choose?

Oh no, I delete all ghost that appear in my hoods for that very reason. I don't want superneutrals in my playing hoods.
If they are in their Fairy form (with wings), and you click the ground they will have the option to "Go Here" (walking) if it's within a couple of steps/tiles. This is likely more efficient than taking off and landing, time-wise. If it's any further than that they will only have "Fly Here" as an option.
You can choose to "Disable Flying" via self-interaction at any point, which will switch them to walking until "Enable Flying" is selected.
At any time, in either form, whilst flying is Enabled/Disabled they will also have their base ability to teleport, via "Fly Here Instantly".
I haven't tested wingless Fae yet, but I assume their options would be the same as a Fairy who has disabled flying.
