Seems like reputation or something can off-set major part of the initial dislike since, prior taking this screenshot, Axel only did a Cheerful introduction with this werewolf and they were immediately cool. (Then he apparently proceeded to talk about woohooing in a rocket and they became fast friends lol.)

I do have mods (like the First Impressions) but, having played with them for a long time, they shouldn't really affect relationship scores.
Axel also immediately had a neutral relationship with a werewolf Lou but then an immediate negative one with Rory. I actually love how this works (with him at least) because there seems to be variance between different people. It just perfectly fits with my roleplay with him. (I.e. someone who's kinda just as likely to be your friend or enemy.)
I then proceeded to test this out with Vlad and he kinda automatically seemed to hate everyone haha.
Also, a child vampire Serenity (Vlad's daughter actually) also immediately hated all the werewolves she met, in this case Rory.

I don't mind any of these interactions (so far) because they just seem in character. I don't know if I just got lucky. Plus I just love the drama.
But I do understand it might get annoying if you had a different roleplay in mind from the start. The whole vampires vs werewolves thing is actually pretty darn cliche in my opinion but I do respect the lore they have come up with. If they were to tone it down I REALLY do hope they aren't just going to nerf it (*sigh*). I'd prefer they would respect their lore and leave vampires vs werewolves as a default but then you could off-set it with individual sim settings by e.g. picking a reward trait or like/dislike for certain Occults. Traits relating to Occults were actually one of my wishes for this pack. Like, I don't truly know what happened with Axel here for him to immediately build positive relationships with werewolves but that's something they could utilize via traits/likes.
