Some reuse of animations due to time or budget constraints is reasonable. Animated T.V. series often reuse walk cycles, run cycles, and transformation sequences, for example. The lack of new animations for new objects and interactions in TS4 (and the poorly animated snowball/water balloon fights, for that matter) points to EA not giving the TS4 team either the time or the budget to invest in making more unique animations for this game. It's obvious that EA just sees this series as a cash cow to milk, and they just want to get as many packs out as cheaply and quickly as possible to make the biggest possible profit, quality be darned.
Animation is a time and resource intensive process, and new animations means investing the development dollars to have them made. EA doesn't see TS4 as being worth many development dollars, so they don't give the team the money to be able to afford all those new character animations. EA thinks this series is a joke that's only good for gobbling up tween girls' allowance money, so they treat The Sims like a minor franchise that's not worthy of a big budget like a "Hoo-Hah! Mayunleee!" shooter or sports title would receive. So, that's why we have so many recycled animations and why any content that requires new animations takes forever to be made...that, and the devs either hate occults or feel the need to pander to players who hate occults to try and attract a "broader audience" to the game...But, let's not get me started on THAT rant...
