There is also something else regarding this topic that boggles my mind. As everyone knows TS4 had a very tough start and in my opinion it's not a strong base game. What really upsets me about this is that they don't even try to restore that damage, or to actually release packs that really build on top of that weak base game. Shouldn't they do all they can to make up for their mistakes? I'm sure they have their reasons the base game is the way it is (although I'm a bit sceptical), but they don't seem to care to actually build upon it with new content and good packs. This is where recycling comes in too. Like the OP said, it's fine to recycle when a pack is solid, but that is not the case for most packs in my eyes. Don't even think about recycling if the pack isn't already good. Because now it seems like we are missing out on good gameplay, because it's being replaced by (broken) recycled content. And that doesn't give this game a better name. Just proves how this game is a cash grab and they don't even try to hide it.
